On November 19th, Xisai District successfully held the “Representatives’ Journey Along the Industrial Chain, Looking Towards the Special Steel City” activity for People’s Congress representatives. This activity invited 29 representatives from the municipal and district levels to conduct on-site research at key enterprises and related units along the special steel industrial chain. Through in-depth visits and systematic analysis, the representatives aimed to pool their wisdom and offer suggestions for promoting higher-quality development of the special steel industry.
II. On-site Inspection of the Entire Industrial Chain to Showcase a New Look of Industrial Collaboration
During the research, the representatives had a packed schedule, visiting several key nodes including Daye Special Steel, the Special Steel Electromechanical Integration Service Center, Hubei Hongruima New Material Manufacturing Co., Ltd., Lingang Technical School, and the “Steel Chain” People’s Congress Representative Liaison Station. They visited project sites and production workshops, carefully listening to detailed introductions from company leaders. They gained a comprehensive understanding of everything from the technological accumulation of leading enterprises and the innovative support of supporting companies, to the “order-based” training of skilled personnel, the digital services of collaborative platforms, and even the vivid practices of pro-business initiatives such as “shared courts” and “steel chain quick loans,” as well as the realities of representative performance. This visit provided the representatives with a systematic and intuitive understanding of the coordinated development, technological innovation, talent cultivation, digital transformation, and concrete achievements of representatives serving industrial development across the special steel industry chain.
III. Strong Industrial Foundation, Leading Enterprises Drive Growth
As the “cradle of modern Chinese steel,” Daye Special Steel continues to play a leading role. The company has built three major production bases in China with the most complete range of product specifications: bars, pipes, and forgings. Its technological equipment has reached world-class levels. Latest data shows that from January to October this year, Daye Special Steel achieved a total output value of 27.706 billion yuan, a year-on-year increase of 1.89%, demonstrating a steady development trend. Looking to the future, according to the plan, during the “15th Five-Year Plan” period, Daye Special Steel will continue to focus on innovation, intelligence, and green development, and is expected to achieve a greater breakthrough in annual output value.
IV. Supporting Enterprises Thrive, Cluster Effect Increasingly Prominent
Driven by leading enterprises, supporting enterprises in the special steel industry chain are also constantly developing and expanding. For example, Huangshi Zhongshi Electromechanical Equipment Manufacturing and Installation Co., Ltd., as an equipment maintenance and parts supplier in the industry chain, achieved revenue of 150 million yuan last year. Currently, it is planning to further expand the electromechanical parts market by building a new special steel electromechanical integration service center. Another enterprise in the chain, Hubei Hongruima New Materials Co., Ltd., as a national-level specialized and innovative “little giant” enterprise, focuses on the production of high-end precision seamless steel pipes. It is a strategic partner and gold customer of Daye Special Steel, and is expected to achieve an annual output of 100,000 tons of precision bearing steel pipes after full production.

Through on-site visits, the representatives fully affirmed the breakthroughs and landmark achievements made by Xisai District in recent years in focusing on the construction of a modern special steel city, deeply implementing the full-chain project tackling action, actively exploring the integration of characteristic industrial development and democratic practice, and promoting the special steel industry towards a new stage of clustered, high-end, and intelligent development. After the visit, Municipal People’s Congress Representative Ye Fengshou remarked, “Some of the high-tech products were truly impressive… I feel that the development of Xisai District will only get better and better.”
VII. “On-Chain Performance of Duties” Builds Consensus and Helps the Industry Accelerate
This “Representatives’ On-Chain Visit” activity not only provided a valuable practical platform for People’s Congress representatives to get close to the front lines of the industry and enhance their intuitive understanding of the special steel industry, but also further strengthened the consensus on development between the government and enterprises.
